The Dark World Arbitration Department is one of the most powerful forces in the world, being known only to the Earth's major powers. It was founded by Reinhart Von Camarilla with the help of the British Empire before they were thriving centuries ago, and is the main base of operations of the Kindred. It's headquarters is on the outskirts of London in Europe.

They are also the former publishers of the Divine Roll alongside the International Association for Managing Super Humans with the one who published it was the Dark Duke, which ranks the strongest warriors of the Divine Realm, until it was taken over by the CIA.

Overview[]

The Dark World Arbitration Department is the organization of the Kindred, also known as vampires on Earth. They are one of the most powerful forces in the world, both in martial might and politically, having nearly full control of Europe's politics. They are rivals of the Christian Church and have fought them on countless fronts over Earth's history. However, despite being weaker than the church overall, they are strong enough to the point that the church cannot completely get rid of them.

They were established with the help of the British Empire, who was still powerless centuries ago and hasn't thrived yet. They recruited the top fighters of the underground world in Europe to contend against the Christian Church. Vampires, Werewolves, Dark Warriors, Wizards and Witches, all of them could enter.

The war between the Dark World Arbitration Department and the Christian Church lasted for a few centuries. The fight continued until the First and Second World War came to pass, when countries became stronger and modern weapons started to appear, especially after the development of nuclear weapons; it was then that the Dark World Arbitration Department finally defeated the Christian Church and shut them down, or so they thought.

They are led by the Five Chief Arbitrators who are all Human Immortal powerhouses possessing powerful Spirit Artifacts, some of which Chen Fan was even wary of prior to reaching the peak of Spirit Sea.

Divine Artifacts/Hallowed Spirit Artifacts[]

As one of the strongest powers on Earth comparable to the Christian Church, the department contains many powerful treasures. The greatest of these are held by the Chiefs of the department before they were taken by Chen Fan after a failed Must-Kill Order and the subsequent deaths of their previous owners. Each of the Divine Artifacts held by the Chiefs are equivalent to Spirit Artifacts.

Divine Goblet of Blood: Created by Reinhart Von Camarilla and held by the Dark Duke until his demise. It is considered the department's ultimate divine artifact and had never been revealed since the days when Reinhart Von Camarilla was still active. It contained the blood and resentment of millions of humans and was able to repel the Fiery Golden Eyes and heal members of the Kindred. It was a roman style golden goblet fully decorated with carvings of monsters and beasts.[1]

It was even powerful enough to protect the Dark Duke from the Bloodline Origin Curse. It has the unique ability of converting human blood into fiend blood, which was a substance that was fatal to humans, but provided enormous benefits for members of the Kindred. It was also said that this blood could defile the holiest man on Earth and even an angel. To the Earth's Kindred, it was their equivalent of the Holy Grail.[1]

Angel's Thirteen Octaves: Also known as the "God-Killing Dagger", is a one foot and three inches long dagger imbued with thirteen curses carved within it's blade held by the Devil of Death Andreno until his demise. Said to have been created by the Ancient God of the Tigris and Euphrates from the rib of an angel, The curses within the dagger are so potent that even Chen Fan was wary of being hit by it when he had yet to reach the peak of Spirit Sea.

This Divine Artifact was designed to slay gods and it had killed more gods and angels it could count. Rumor had it that it had slayed an Earth Level Deity in the East two thousand years ago. Its curses were so powerful that no Overlord could escape its lethal effect.[2]

It had been stained with the blood of several Human Immortals and Earth Immortals. Confirmed curses that the dagger possesses are slowing, aging, poison, plague, and blinding. A testament to the power of these curses were that the plague curse alone was used to massacre a small European Nation by Andreno. Though a Mid-Grade Spirit Artifact, it is stronger than the Five Thunder Seal. A'Xiu was given by Chen Fan the dagger after Andreno was killed.

The Decapitator: An extremely powerful axe held by the Undead God of War Barr until his demise. It's unique ability was pure overwhelming power. It was said to be created by a Roman reagent for slaying powerful creatures such as dragons. In the modern day, it could cut through tanks like cracking an egg. The Consul of the Roman Empire had asked a Saint to make it, with Seven runes engraved on the axe which could increase its power by seventy times once activated. It was a Low-Grade Spirit Artifact. Tong Shan was given The Decapitator by Chen Fan.[1]

The Forlorn Crimson: An enchanted sword held by the Blood Knight Claude until his demise. It was also a kept secret by the French Royal Family, suggesting it once fell into their hands as well before being passed to the Kindred. Before falling into the hands of the Kindred. It belonged and was created by a saint from the Christian Church, who was a Cultivator in Northern Europe and used in a fight with Reinhart Von Camarilla. There was a blood of the Blood Ancestor on the saber and it was so sharp that it could cut through diamonds. The eldritch energy defiling the blade has been present ever since that battle. In terms of quality, it is only a Low-Grade Spirit Artifact. Xuedai Sha is the one who inherited it.

Staff of Death: A golden staff created by Anubis and traditionally kept by his most trusted servant until falling into the hands of the Kindred and the Earl of Death Lavenchy until his demise. It's power lay within two cursed rubies which were imbued with great power that could kill an Immortal State Warrior. It was capable of casting wide variety of curses and could even shoot beams of energy that made Chen Fan have difficulty breathing when he got hit by them before he reached the peak of Spirit Sea. It is also a Low-Grade Spirit Artifact. Yu Wenjing became the one who inherited it.

Must Kill Order[3][]

Throughout Earth's recorded history, the Dark World Arbitration Department issued eight Must Kill Orders. These orders were reserved for Immortal State Warriors that the department deemed as completely intolerable and must be exterminated. It involved the gathering of all 5 Arbitrators, who would band together to execute whoever the order was placed on. Up until Chen Fan, every single person targeted by the department's Must Kill Order has died.

Current Timeline[]

Chen Fan has run-ins with the Dark World Arbitration Department when conducting business in Europe. The conflict then escalated to the point where a Must Kill Order was issued on his life. However, the result did not go as expected as Chen Fan killed 4 of the 5 Arbitrators of the department which shocked the entire world. The only arbiter to escape, the Dark Duke, then went into seclusion in order to heal his injuries and seek help from their ancestor Reinhart Von Camarilla. After this, the department was crippled as the North Qiong Sect raided their headquarters on the outskirts of London and seized most of their assets while killing all those who did not comply.

Later, when the Kunxu Realm opens, Reinhart Von Camarilla emerges from seclusion and tries to pretend of being an ally himself with Chen Fan in order to repel them. However, Chen Fan instead kills him alongside the Dark Duke their allies, and also uses his essence to create divine medicine, thus essentially ending any chance for the department to recover.
